"Cindy Morgan is the Sr. Director of Supply Chain Management at Sparton De Leon Springs, LLC, an Elbit Systems of America company. Cindy has enjoyed a progressive and extensive 30+ year career in supply chain management, leading procurement professionals in subcontracts and procurement for federal subcontractors. Ms. Morgan has a proven track record for applying her experience in shaping organizations to become results oriented and exceeding client expectations. Her experience in managing $1B in spend and supporting large proposal efforts in excess of $9B complement Sparton’s growth trajectory.  


At KBR Science & Space, Ms. Morgan led a team of 45+ procurement professionals in successfully supporting more than 65 programs providing solutions for NASA, federal civilian agencies, the U.S. Department of Defense, and commercial customers with annual sales exceeding $7B in annual sales.


While at Consolidated Nuclear Security LLC, Ms. Morgan led a team of 80 to ensure the Management & Operating contractor met the challenges and opportunities of leading two world-class National Nuclear Administration facilities with one vision.  During this time, she had an oversight of over $1B in subcontract awards annually including facilities capitalization and modernization initiatives while administering a $6.5B contract for the Uranium Processing Facility design/build.  Ms. Morgan led the company through a successful procurement system review, ensuring continuity of a government approved procurement system.


And prior, Ms. Morgan held several progressive roles during her 13-year tenure at Lockheed Martin Aeronautics, a global company where she supported three manufacturing facilities and multiple feeder plants in the assembly and sustainment of military aircraft platforms including F-35, F-22, F-16, C-5, C-130, and P-3. During this time, she led subcontracting efforts for the construction and commission of the F-35 moving assembly line.  In addition, she influenced changes and improvements in corporate and business unit acquisition procedures.


Ms. Morgan holds a Master’s Degree in Engineering Management from Southern Methodist University, a Bachelor’s Degree in Business Administration from Texas Wesleyan University, and two certifications from the Institute for Supply Management."
